A Phase II is a subsurface soil, and/or groundwater investigation. Borings are installed in areas where suspected (or known) contamination is thought to exist, and samples are collected and analyzed at a laboratory for the chemicals of concern. In general, Phase II’s are prescribed after a Phase I has been performed where evidence has been discovered that suggested possible subsurface contamination, like heavily stained concrete beneath or near a paint or solvent storage rack. Another trigger would be if there was inadequate evidence found to prove that there is not contamination. For example; old Fire department inspection records that showed a facility there that stored and used controlled hazardous substances.
If the Phase II discovers contamination that needs to be cleaned up, the next step is Phase III, which refers to the clean-up work, or remediation.
It is very important to know and trust who you deal with in the environmental due diligence studies. This applies to all environmental work – including Phase I’s, II’s and III’s.
